UPLIFT Frequently Asked Questions — Eligibility Confusion, Missed Payouts, and Deadlines Explained
Based on inquiries received by the DSWD, this FAQ addresses the most common questions and confusions about the UPLIFT program. Beneficiaries and non-beneficiaries alike have raised questions about eligibility verification, payout schedules, required documents, and what to do if they believe they were incorrectly excluded.
General Questions
Q: What is the difference between UPLIFT and 4Ps? A: 4Ps is a long-term conditional cash transfer program that requires beneficiaries to comply with health and education conditions. UPLIFT is a temporary unconditional cash assistance program that runs for six months in response to the energy crisis. 4Ps beneficiaries also receive UPLIFT as an additional payment. Q: I received a text message saying I am a beneficiary. Is this legitimate? A: DSWD sends official notifications through specific sender IDs. Verify by calling the DSWD hotline or visiting your local DSWD field office. Do not click links in unsolicited text messages. Q: Is there an online application for UPLIFT? A: No. UPLIFT beneficiaries are identified through government databases (4Ps, CBMS, SSS). There is no individual application process. If you believe you qualify but were not included, contact your local DSWD office.
Eligibility Questions
Q: I am a 4Ps beneficiary. Will I receive P2,000 monthly or just once? A: Group 1 (4Ps and Walang Gutom beneficiaries) receive P2,000 once. Groups 2 and 3 receive P2,000 monthly for six months. Q: I earn slightly above P20,000 per month. Why was I excluded from Group 3? A: Group 3 uses SSS Monthly Salary Credit (MSC), not gross monthly salary. An MSC of P20,000 corresponds to a salary range of P20,000 to P22,499. If your MSC exceeds P20,000, you fall outside the threshold. Q: My household has two SSS members earning below P20,000. Do we get P4,000? A: No. Only the oldest qualified SSS member in the household receives the P2,000 monthly assistance. The payment is per household, not per individual.
Payout and Technical Questions
Q: I am a Group 2 beneficiary and missed my manual payout date. What should I do? A: Go to your local DSWD field office as soon as possible. DSWD has a grace period process for late claimants. Bring a valid ID. Your succeeding digital payouts will begin after the first payout is completed. Q: My GCash account is not verified. Can I still receive the payment? A: Unverified GCash accounts may fail to receive government disbursements. Complete full verification by uploading a valid government ID through the GCash app before the next payout date. Q: How do I know which group I belong to? A: Your notification from DSWD specifies your group. Group 1 beneficiaries already know they are 4Ps or Walang Gutom members. Group 2 beneficiaries were identified through CBMS data. Group 3 beneficiaries were identified through SSS records. If unsure, visit your local DSWD office for verification.
