The UPLIFT program — Unified Package for Livelihoods, Industry, Food, and Transport — is the Philippine government's flagship cash assistance initiative under Executive Order No. 110, signed by President Ferdinand R. Marcos Jr. in response to rising fuel prices triggered by the ongoing Middle East conflict and the declared energy emergency. The program is administered by the Department of Social Welfare and Development (DSWD) in coordination with the Department of Budget and Management, the Department of Labor and Employment, and the Social Security System.

Program Scope and Coverage

UPLIFT targets 7.5 million Filipino households, equivalent to approximately 37.5 million individuals, for the period of July to December 2026. A study by the Philippine Institute for Development Studies (PIDS) informed the program design, establishing that a P2,000 monthly cash grant can meaningfully restore the purchasing power lost by the poorest households due to inflation.

The Three Beneficiary Groups

Group 1 (3.5M households): Existing beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) and the Walang Gutom Program. These households already receive regular conditional cash transfers or food assistance. UPLIFT provides them a one-time additional P2,000, credited directly to their existing GCash or LandBank accounts.

Group 2 (2.5M households): Poor and near-poor households identified through the 2024 Community-Based Monitoring System (CBMS) of the Philippine Statistics Authority. Near-poor refers to families whose incomes fall within 25% above the national poverty threshold of approximately P13,000 per month. They receive P2,000 every month for six months, with the first payout conducted manually for identity verification and succeeding payments sent digitally.

Group 3 (1.5M households): Low-wage workers in the SSS database with a monthly salary credit of P20,000 or below, also validated through the 2024 CBMS. They receive P2,000 monthly for six months, automatically credited to their enrolled SSS disbursement accounts without the need for physical claim.

Distribution Mechanism

The DSWD uses a multi-channel disbursement strategy. Group 1 payments go through existing GCash or LandBank accounts. Group 2 begins with manual onsite payouts at designated sites across the country (target completion by August 10), followed by GCash or LandBank transfers. Group 3 leverages the SSS disbursement account system already in place for benefit payments.

All beneficiaries are advised to register with the eGov PH mobile application and ensure their Philippine National ID (PhilSys) is active. For the latest payout schedules, beneficiaries should monitor official DSWD announcements or contact their local DSWD field office.
